Change of Expected Implementation of 15 Minute Variable Scheduling at
the PJM Interconnection, LLC Interface Keystone Proxy Generator Bus
Dear Secretary Bose:
Consistent with the New York Independent System Operator, Inc.’s (“NYISO”) June 6, 2012 compliance filing in this Docket No. ER11-2547-005, the NYISO submits this letter to inform the Commission that the NYISO is delaying by one week the proposed
implementation of 15 minute variable scheduling at the Keystone Proxy Generator Bus. This implementation had been scheduled for June 20, 2012 but the NYISO has determined
operating conditions are not favorable for implementation on that date due to high load
forecasts on and around that date. The NYISO intends to implement 15 minute variable
scheduling at the Keystone Proxy Generator Bus on June 27, 2012.
As the NYISO indicated in its June 6, 2012 letter announcing the June 20, 21012
implementation, the NYISO and PJM Interconnection, LLC (“PJM”) will only implement 15
minute scheduling if system conditions are determined to be acceptable for implementation by
the NYISO and PJM system operators. The NYISO will provide advance notice to the
greatest extent practical if the system operators determine that implementation is not possible
on June 27, 2012.
