Re:    New York Independent System Operator, Inc., Request to Withdraw August 16,
2010 Filing in Docket No. ER10-2241-000

Dear Ms. Bose:

In compliance with the Federal Energy Regulatory Commission’s (“Commission”)
July 15, 2010 order (“July 15 Order”),1 the New York Independent System Operator, Inc.
(“NYISO”) and the New York Transmission Owners (“NYTOs”)2 (together “Joint Filing
Parties”) submitted revisions to Attachment Y of the NYISO’s Open Access Transmission
Tariff (“OATT”) on August 16, 2010 (“August 16 Filing”).  The July 15 Order accepted
for filing revisions to Attachment Y that the Joint Filing Parties submitted in a December
11, 2009 compliance filing and directed the Joint Filing Parties to submit a compliance

filing within 30 days that would (1) add to Attachment Y the qualifications and criteria for
regulated backstop solutions, market-based solutions, and alternative regulated solutions
currently set forth in the NYISO’s Comprehensive Reliability Planning Process Manual
and (2) make several other, relatively minor changes to Attachment Y.  The August 16
Filing contained the revisions directed by the Commission in the July 15 Order.

On August 30, 2010, a Commission Staff member called to notify the NYISO that
it had submitted the August 16 Filing under an incorrect filing type code and should
withdraw the filing and resubmit it under the correct filing type code for compliance
filings.   In this filing the NYISO respectfully requests permission to withdraw the August

16 Filing.  Concurrent with this filing the NYISO will resubmit the August 16 Filing in its entirety without modification.

The NYISO will send an electronic link to this filing to the official representative
of each of its customers, to each participant on its stakeholder committees, to the New

www.nyiso.com.  This is in accordance with 18 C.F.R. § 35.2(e).
