Dear Secretary Bose:
Consistent with the July 21, 2011 Letter Order issued in Docket No. ER11-2547-001, and the NYISO’s July 1, 2011 compliance filing in Docket No. ER11-2547-003, the New York Independent System Operator, Inc. (“NYISO”) submits this letter to inform the
Commission: (1) that the NYISO believes it has satisfied all of the regulatory requirements that are prerequisite to implementation of 15 minute scheduling at its Chateauguay Proxy Generator Buses, and (2) that the NYISO intends to implement 15 minute variable scheduling at its Chateauguay Proxy Generator Buses on July 27, 2011.
However, as the NYISO has previously explained, the NYISO and Hydro Quebec
TransÉnergie (“Hydro Quebec”) will only implement 15 minute scheduling if system
conditions are determined to be acceptable for implementation by the NYISO and Hydro
Quebec system operators. The NYISO will provide advance notice to the greatest extent
practical if the system operators determine that implementation is not possible on July 27,
2011.
