Dear Ms. Bose:
On November 1, 2009 the New York System Operator, Inc. (“NYISO”) and PJM
Interconnection, LLC (“PJM”) implemented scheduling over the Linden VFT Scheduled Line in their respective markets. Since that date, transmission service has been available over the Linden VFT
Scheduled Line from PJM to New York. PJM and the NYISO now intend to make bi-directional
transmission service (both from PJM to New York and from New York to PJM) available over the
Linden VFT Scheduled Line.
In its original transmittal letter in the above-captioned Docket, the NYISO committed to
providing two weeks’ notice prior to commencing commercial operation of this new scheduled line to the Commission, to all NYISO Market Participants, and to the affected External Control Area
operator(s). Consistent with its prior commitment, the NYISO hereby provides notice to the
Commission, PJM, Consolidated Edison Company of New York, Inc., Linden VFT, LLC, Cogen Technologies Linden Venture, LP and to New York Market Participants that it expects to be prepared to implement bi-directional flow over the Linden VFT Scheduled Line in its Day-Ahead and RealTime Markets for the June 1, 2011 market day. The NYISO is coordinating the implementation with PJM, which has operational control of the Linden VFT Scheduled Line.
This notice will be served on the official service list in this proceeding and will be posted on the NYISO’s website. Should the NYISO determine that it will be unable to implement the Linden VFT Scheduled Line on or about June 1, 2011, it will promptly notify the Commission, PJM and New York Market Participants.
