Dear Ms. Bose:
On June 30, 2011, the New York Independent System Operator, Inc. (“NYISO”)
submitted a compliance filing in the above-captioned proceeding (“Compliance Filing”). It has since come to the NYISO’s attention that due to an administrative oversight, a few tariff sheets that the NYISO needs to revise, primarily to accommodate the changeover from a monthly to a weekly settlement process, were not submitted with the Compliance Filing.
As explained in the Compliance Filing, the NYISO tariffs currently include descriptions
of “monthly” charges and payments. The NYISO has proposed to replace the references to
“monthly” charges and payments, as used throughout the NYISO Market Administration and
Control Area Services Tariff (“Services Tariff”) and Open Access Transmission Tariff
(“OATT”), with a new term “Billing Period.” 1 The tariff sections affected by this change that
the NYISO is submitting with this errata filing letter include OATT Sections 14.2.2, 24, 27.2,
and 27.3. Similarly, Section 27.1 of the OATT describes a monthly settlement process. The
NYISO proposes to revise this section to reference the settlement process set forth in revised
Section 2.7.3 of the OATT. The NYISO is also proposing to make a ministerial revision in
Section 27.3 of the OATT to change references to “bad debt loss” in two places to references to
“payment default.” This revision more accurately describes the NYISO’s procedures related to
the collection of unpaid invoices because the NYISO typically first seeks to recover the amount
of a payment default before declaring a bad debt loss.

Section 27.4 of the OATT sets forth the conditions pursuant to which a defaulting
NYISO customer may re-enter the NYISO-administered market. By this filing, the NYISO is proposing to revise Section 27.4 of the OATT to emphasize that prior to re-entry, the defaulting customer must meet the NYISO’s minimum participation criteria, which criteria form a part of the NYISO’s creditworthiness requirements and are set forth in revised Section 26.1 of the
Services Tariff. This revision is consistent with the Commission’s directive that each ISO/RTO establish minimum participation criteria.2
Attachment I to this filing letter contains a clean version of the proposed revisions to the
OATT described above. Attachment II to this filing letter contains a blacklined version of the
proposed revisions to the OATT. Consistent with the majority of the tariff sheets submitted with
the Compliance Filing, the NYISO is requesting an October 1, 2011 effective date for these tariff
revisions.
This filing will be posted on the NYISO’s website at www.nyiso.com. In addition, the
NYISO will e-mail an electronic link to this filing to the official representative of each party to
this proceeding, to each of its customers, to each participant on its stakeholder committees, to the
New York Public Service Commission, and to the New Jersey Board of Public Utilities.
The NYISO respectfully requests that the Commission accept this errata to the
Compliance Filing as an administrative correction and not issue a new public notice.
