Re:    Filing to Change a Filing Type Code and Update a Record Effective Priority Order,
Docket No. ER11-2048-000

Dear Ms. Bose:

As discussed with Commission staff on January 7, 2011, the New York Independent
System Operator, Inc. (“NYISO”) hereby refiles Attachment C to its Open Access
Transmission Tariff (“OATT”), originally filed on November 8, 2010 as a compliance filing
(type code #80) and then filed again on January 4, 2010 as a supplement to the record (type
code #30) in the above captioned docket.   The record is being refiled at this time as a
compliance filing under filing type code #80.  In this filing the NYISO also updates the record
effective priority order.

It has come to the NYISO’s attention that by clicking the “OBE” link in the “Status”
column on the public viewer, rather than checking the box in the “Export” column, the
process flow diagram in OATT Attachment C (record #187) that had not been rendering
properly in the public viewer is indeed rendering properly as filed on January 4.  Accordingly,
the NYISO is refiling the record at this time in RTF format, which is the same format that was
filed on January 4.

If any further issues arise, please feel free to contact the undersigned.

Respectfully submitted,

/s/ Raymond Stalter
