Re:    New York Independent System Operator, Inc., Notification of Major Emergency
in the New York Control Area; Docket No. EY20-__-000

 

Dear Secretary Bose:

Pursuant to Section 2.13 of its Open Access Transmission Tariff (“OATT”), the New York
Independent System Operator, Inc. (“NYISO”) hereby notifies the Commission that an “Emergency
State” existed in the New York Control Area on November 7, 2019 at 00:04.  As a result, the NYISO
was required to take special action to ensure that the reliability of the New York State Transmission
System was not adversely affected.  The NYISO has enclosed documentation describing the
Emergency State and its actions.  As required by Section 2.13 of the OATT, the NYISO has also
notified the New York State Public Service Commission of the Emergency State and its actions.

NYISO Major Emergency Report

 

 

 

At 0004 on 11/07/2019  a Major Emergency was declared by the NYISO Shift Supervisor

 

when the power flow on Central East VC

exceeded its Voltage Transfer Limit by more than 105%

This was caused by: Energy flows into ISO-NE exceeded scheduled amounts.

 

 

 

To correct this the

NYISO ShiftRequested ISO-NE reduce flows to scheduled amounts, moved Phase

Supervisor:Angle Regulators (PARs) to reduce flows and placed a capacitor in

service to increase the limit.

 

 

Load relief was not required.

The Major Emergency was terminated at 0006 on 11/07/2019
