Re:    New York Independent System Operator, Inc., Filing to Supplement the
Record; Docket No. ER13-102-015

Dear Secretary Bose:

On September 13, 2016, the New York Independent System Operator, Inc. (“NYISO”)
filed, with the Federal Energy Regulatory Commission (“Commission”), revisions to the
NYISO’s Open Access Transmission Tariff (“OATT”)1 to fulfill the directives of the
Commission in its December 23, 2015, Order Conditionally Accepting Tariff Revisions and
Requiring Further Compliance.2  The filing was conditionally accepted by the Commission,
subject to further compliance, on February 15, 2018.3  The NYISO submits this filing to
supplement the record to clarify its June 18, 2018 refiling to correct the record, which amended
the Commission’s eTariff record for Section 20.2 of the OATT.  Specifically, the NYISO
inadvertently uploaded an incorrect file containing Section 2.20 of the OATT in eTariff instead
of Section 20.2 of the OATT, as revised by the NYISO in its September 2016 Filing and
accepted by the Commission.4

I.Description of Filing

In its September 2016 Filing, the NYISO made certain revisions to Section 20.2 of the
OATT, and those revisions were correctly represented in the clean and blacklined versions
attached as Attachments I and II to the NYISO’s filing letter.  As the NYISO noted in its June
18, 2018 refiling to correct the record, the NYISO identified an error in one of the sections
uploaded to eTariff for the September 2016 Filing.  Specifically, the NYISO mistakenly
uploaded a file containing Section 2.20 of the OATT into eTariff for Section 20.2 of the OATT
instead of the revised Section 20.2 of the OATT.  In its June 2018 Filing, the NYISO corrected
that error by uploading the version of Section 20.2 of the OATT that the Commission accepted in
the eTariff system to replace the existing incorrect document (i.e., Section 2.20 of the OATT)
with the same effective date of April 1, 2016 and requested the Commission to accept that
change.5
