Re:    New York Independent System Operator, Inc., Notification of Major Emergency
in the New York Control Area; Docket No. EY18-__-000

Dear Secretary Bose:

Pursuant to Section 2.13 of its Open Access Transmission Tariff (“OATT”), the New York Independent System Operator, Inc. (“NYISO”) hereby notifies the Commission that an “Emergency State” existed in the New York Control Area on March 14, 2018 at 08:40.  As a result, the NYISO was required to take special action to ensure that the reliability of the New York State Transmission System was not adversely affected.  The NYISO has enclosed documentation describing the Emergency State and its actions.  As required by Section 2.13 of the OATT, the NYISO has also notified the New York State Public Service Commission of the Emergency State and its actions.

NYISO Major Emergency Report

At 08:40 on 03/14/2018

This was caused by:

To correct this the NYISO Shift Supervisor:

a Major Emergency was declared by the NYISO Shift Supervisor

when the power flow on Central East VC exceeded its Transient Stability Limit

by more than 105%

An event in ISO-NE that resulted in the loss of 2000MW, including Phase 2 and Mystic 9.

Placed a capacitor in service, moved Phase Angle Regulators (PAR) to reduce flow, started and redispatched generation.

Load relief was not required.

The Major Emergency was terminated at 08:49 on 03/14/2018
