Re:    New York Independent System Operator, Inc., Notification of Major Emergency
in the New York Control Area; Docket No. EY18-__-000

 

Dear Secretary Bose:

Pursuant to Section 2.13 of its Open Access Transmission Tariff (“OATT”), the New York Independent System Operator, Inc. (“NYISO”) hereby notifies the Commission that an “Emergency State” existed in the New York Control Area on October 8, 2017 at 13:10.  As a result, the NYISO was required to take special action to ensure that the reliability of the New York State Transmission System was not adversely affected.  The NYISO has enclosed documentation describing the Emergency State and its actions.  As required by Section 2.13 of the OATT, the NYISO has also notified the New York State Public Service Commission of the Emergency State and its actions.

At 1310 on 10/08/2017

 

 

 

 

 

This was caused by:

 

 

To correct this the NYISO Shift Supervisor:

 

 

Load relief was not required.


 

 

a Major Emergency was declared by the NYISO Shift Supervisor

when the power flow on Central East VC exceeded its Transient Stability Limit

by more than 105%

 

Loss of 7040/MSU-1 loaded at 650MW

 

 

Curtailed transactions, Started 2 Gilboa units, moved Phase Angle Regulators (PAR), and redispatched generation.


The Major Emergency was terminated at 1321 on 10/08/2017
