Dear Secretary Bose:

The New York Independent System Operator, Inc. (“NYISO”) submits this errata to its
June 21, 2017 filing in Docket No. ER17-1879-000 (“June 21 Filing”) to fill-in two blanks in the
proposed revisions to Rate Schedule 1 of the NYISO Open Access Transmission Tariff
(“OATT”).  The June 21 Filing requested a July 1, 2017 effective date to provide Con Edison the
cost recovery certainty necessary for the expedited installation of the second phase angle
regulator (“PAR”) at the Ramapo Substation.  In addition to the filing letter discussion, the
requested July 1, 2017 effective date is referenced several times in the proposed OATT revisions.
However, the NYISO inadvertently filed the proposed OATT revisions with two placeholders
that NYISO intended to replace with references to the proposed July 1, 2017 effective date.  This
errata filing replaces the placeholder text with the requested July 1, 2017 effective date in the
proposed OATT revisions.

I.Documents Submitted

1.This filing letter;

2.A clean version of the proposed revisions to the NYISO’s OATT (“Attachment I”);

and

3.A blacklined version of the proposed revisions to the NYISO’s OATT

(“Attachment II”), identifying only the two corrections proposed in this errata

filing.

 

II.Errata

As explained above, two placeholders that NYISO intended to replace with references to
the proposed July 1, 2017 effective date for the OATT revisions were inadvertently included in
the filed OATT revisions.  This errata filing simply inserts the July 1, 2017 effective date into the

proposed OATT revisions where the NYISO had written “insert effective date of tariff revisions.”  There are no substantive revisions proposed in this errata filing.

 

III.Effective Date

The NYISO respectfully requests that the Commission issue an order accepting the

proposed OATT revisions by October 10, 2017 (i.e., sixty days from the date of this filing) with an effective date of July 1, 2017.

The June 21 Filing requested a July 1, 2017 effective date to provide Con Edison the cost recovery certainty necessary for the expedited installation of the second PAR at the Ramapo Substation.  In reliance on the June 21 Filing, Con Edison has already begun the work necessary to put the replacement Ramapo PAR in-service, and has indicated that it expects the replacement Ramapo PAR should be placed in-service in September of 2017.

 

IV.Service

This errata to the NYISO’s June 21 Filing will be posted on the NYISO’s website at
www.nyiso.com.  In addition, the NYISO will e-mail an electronic link to this filing to the
official representative of each party to this proceeding, to each of its customers, to each
participant on its stakeholder committees, to the New York Public Service Commission, and to the New Jersey Board of Public Utilities.

 

V.Conclusion

The New York Independent System Operator, Inc. respectfully requests that the

Commission accept for filing the proposed OATT revisions that are attached hereto as well as

the OATT revisions submitted with the June 21 Filing with an effective date of July 1, 2017 (the effective date requested in the June 21 Filing).
