Dear Secretary Bose:

Pursuant to Section 2.13 of its Open Access Transmission Tariff (“OATT”), the New York Independent System Operator, Inc. (“NYISO”) hereby notifies the Commission that an “Emergency State” existed in the New York Control Area on May 21, 2017 at 17:19.  As a result, the NYISO was required to take special action to ensure that the reliability of the New York State Transmission System was not adversely affected.  The NYISO has enclosed documentation describing the Emergency State and its actions.  As required by Section 2.13 of the OATT, the NYISO has also notified the New York State Public Service Commission of the Emergency State and its actions.

NYISO Major Emergency Report

 

 

 

At 1719 on 05/21/2017    a Major Emergency was declared by the NYISO Shift Supervisor

 

when the power flow on Central East VC

exceeded its Transient Stability Limit by more than 105%

 

This was caused by:Loss of Phase 2 loaded at 1000MW

 

 

To correct this theCurtailed transactions, placed capacitors in service, moved Phase

NYISO Shift Supervisor:Angle Regulators (PAR) to reduce flow, and redispatched generation.

 

 

Load relief was not required.

The Major Emergency was terminated at 1725 on 05/21/2017
