In its January 19, 2017 Letter Order in the above-referenced docket,1 the Federal Energy Regulatory Commission (the “Commission”) approved the uncontested Offer of Settlement
(“Settlement”) filed by the New York Power Authority (“NYPA”). The Settlement resolves the issues set for hearing2 regarding NYPA’s formula rate template and formula rate implementation protocols used to determine NYPA’s annual transmission revenue requirement. As part of its approval of the Settlement, the Commission’s Letter Order directed NYPA to file within 30 days revised tariff records in e-Tariff format that reflect the approved Settlement.
In compliance with the Letter Order, NYPA, working in collaboration with the New York Independent System Operator, Inc. (“NYISO”), the Tariff Administrator for the NYISO Open
Access Transmission Tariff (“OATT”), hereby supplies revised OATT records in eTariff format. In accordance with the Settlement, such revised records are made effective April 1, 2016.
I.Documents Submitted
NYPA encloses the following documents:
1. This transmittal letter;
2. Clean tariff records reflecting the revisions to the OATT discussed herein (Attachment I);

A clean version of Sections 14.2-14.2.2 of Attachment H of the OATT incorporating tariff revisions unrelated to NYPA’s transmission formula rate provisions that have, or have been proposed to, become effective subsequent to the April 1, 2016 effective date requested for the tariff revisions proposed herein (Attachment IV).3

III.Service List
NYPA, in coordination with NYISO, will electronically serve a copy of this filing on all
persons on the official service list in this proceeding as well as the official representative of each of the NYISO’s customers, on each participant in the NYISO’s stakeholder committees, on the New York State Public Service Commission and the New Jersey Board of Public Utilities.
IV. Description of Proposed Tariff Changes
NYPA’s proposed changes to Attachment H of the NYISO OATT included herein reflect the changes agreed-upon in the Settlement, including changes to the formula rate template and formula rate implementation protocols, as accepted by the Letter Order.
V.Effective Date
In compliance with the Commission’s approval of the Settlement, the above-described NYISO OATT changes become effective April 1, 2016.
VI.Future Action
As stated in the Letter Order, the Settlement obligates NYPA to file new stated depreciation rates to be effective March 1, 2017. NYPA acknowledges this commitment and intends to make this separate filing in the near future.

VII. Conclusion
Wherefore, for the foregoing reasons, NYPA respectfully requests that the Commission accept the amended tariff records filed herein.
