System Operator, Inc., PJM Interconnection, L.L.C., and Southwest Power
Pool, Inc. in Support of Motion for Extension of Time to File Post Technical
Workshop Comments
The American Public Power Association, the Electric Power Supply
Association, and National Rural Electric Cooperative Association have filed a
motion requesting a 15 day extension of time, up to and including March 6, 2015, for interested parties to file comments concerning technical workshops held last year in this proceeding. The California Independent System Operator Corporation, Midcontinent Independent System Operator, Inc., New York Independent System Operator, Inc., PJM Interconnection, L.L.C., and Southwest Power Pool, Inc.
strongly support this request for an extension of time.1
The motion requests additional time to allow interested parties the
opportunity to develop a more complete response to a set of questions issued by
the Commission concerning price formation for energy and ancillary services in
organized electricity markets. The Commission’s questions seek information and
perspectives on a variety of topics, including bid mitigation, transparency of market

data, pricing associated with fast-start resources, granularity of settlement intervals,
new products to incentivize flexibility, operating reserve zones, uplift cost allocation,
market and modeling enhancements, shortage pricing, transient shortage events,
and interchange uncertainty. The scope of these questions involves significant
elements of how pricing formation occurs in organized markets and what
opportunities exist for operators to enhance modeling, market rules, and the
transparency of information affecting prices. The effort to respond to these
questions requires coordination among multiple subject matter experts and involves
a significant amount of material discussed at three full-day technical workshops.
Currently, independent system operators and regional transmission
organizations are also developing fuel assurance reports to submit to the
Commission.2 These reports are due February 18, 2015, one day before comments
are due in this docket. In light of the broad scope of issues raised by the
Commission’s questions and competing work to respond to Commission directives
in other dockets, the Commission should grant the motion of the American Public
Power Association, the Electric Power Supply Association, and National Rural
Electric Cooperative Association requesting a 15 day extension of time, up to and
including March 6, 2015, for interested parties to file comments concerning
technical workshops held last year in this proceeding.
