Dear Secretary Bose:

 

On December 28, 2011, January 13, 2012 (errata) and September 10, 2015, the New

York Independent System Operator, Inc. (“NYISO”) filed proposed tariff revisions in the above
Dockets related to its proposal to implement Coordinated Transaction Scheduling (“CTS”) with
ISO-New England, Inc. (“ISO-NE”).1  On April 19, 20122 and November 9, 2015,3 the Federal
Energy Regulatory Commission (“Commission”) issued Orders (the “April 19 Order” and
“November 9 Order,” respectively) accepting the NYISO’s proposed Tariff4 revisions, subject to
conditions, to become effective on the date that CTS becomes operational.  The November 9
Order directed the NYISO to “submit a compliance filing with revised tariff records no later than

14 days prior to the date on which CTS will become operational reflecting the effective date of the tariff provisions and correcting the typographical errors [identified in PP. 8 and 9 of the November 9 Order].”  This Compliance Filing and Notice of Effective Date is submitted to comply with the Commission’s instructions.

The NYISO and ISO-NE are prepared to implement CTS for the December 15, 2015 market-day.  The NYISO submits this filing to provide revised tariff records and notice to the Commission and to New York and New England market participants of the expected effective date for the accepted Tariff revisions.5

 

The Tariff revisions submitted with this filing include an executed version of the

Coordination Agreement, an updated first page of the Coordination Agreement indicating the agreement is effective as of December 15, 2015 and the typographical corrections identified in Paragraph 8 of the November 9 Order.  The second typographical error, identified in Paragraph 9 of the November 9 Order, was not present in the NYISO’s September 10, 2015 filing in Docket No. ER15-2640, so no correction is necessary.  The Commission-directed language is included in the clean version of the OATT submitted herewith.

 

I.Documents Submitted

1.This filing letter;

2.A blacklined version of the Coordination Agreement Between ISO New England Inc.

and The New York Independent System Operator, Inc. that is set forth in Section 37 of (Attachment EE to) the NYISO’s OATT, including the corrections NYISO was instructed to make (“Attachment I”);

3. A clean version of the accepted revisions to the NYISO’s OATT (including the

corrections NYISO was instructed to make) with an effective date of December 15, 2015 (“Attachment II”); and

4. A clean version of the accepted revisions to the NYISO’s Services Tariff with an

effective date of December 15, 2015 (“Attachment III).

 

II.Notice of Effective Date

In compliance with Paragraph 7 of the November 9 Order, the NYISO hereby provides notice to the Commission that the NYISO and ISO-NE expect to fully implement the accepted tariff revisions related to CTS at the Sandy Pond Proxy Generator Bus for the December 15, 2015 market day.  Attachments II and III provide clean versions of the relevant tariff revisions with an effective date of December 15, 2015.6

addition, the Services Tariff Section 31 and OATT Section 16.2 revisions that were accepted by the
Commission in Docket No. ER12-701 in 2012, will become effective on December 15, 2015.

III.Service

The NYISO will send an electronic link to this filing to the official representative of each
of its customers, to each participant on its stakeholder committees, to the official representative
of each party to the proceedings in Dockets ER12-701-000 and -001 and ER15-2640-000, to the
New York Public Service Commission, and to the New Jersey Board of Public Utilities.  In
addition, the complete filing will be posted on the NYISO’s website at www.nyiso.com.

 

 

IV.Conclusion

The New York Independent System Operator, Inc. respectfully requests that the
Commission accept this compliance filing with an effective date of December 15, 2015.
