Re: New York Independent System Operator, Inc., Notice of Implementation of the
Proposed Tariff Amendments to Permit Improved Fuel Indexing of Day-Ahead
Generator Reference Levels;
Docket No. ER14-1735-000
Dear Ms. Bose:
On April 17, 2014, the New York Independent System Operator, Inc. (“NYISO”)
submitted proposed revisions to its Market Administration and Control Area Services Tariff
(“Services Tariff”) to the Federal Energy Regulatory Commission (“Commission”) in this
docket. The proposed Services Tariff revisions permit the NYISO to implement reference
level software functionality that enables Market Parties1 to submit modified fuel price and/or
fuel type information with the Day-Ahead Market Bids they submit for their Generators. The
NYISO will use the fuel type or fuel price information to modify the reference levels that it
uses to test Day-Ahead Bids for conduct and impact.2 The NYISO’s filing is pending before
the Commission.
The NYISO committed, in the April 17, 2014 transmittal letter, to provide two weeks’ notice to the Commission and to all NYISO Market Participants specifying the date on which the proposed Services Tariff revisions will take effect.
In accordance with its prior commitment, the NYISO hereby provides notice to the Commission and to Market Participants that, following Commission action, it is prepared to implement the Services Tariff revisions and reference level software functionality on June 18, 2014. The revised Services Tariff sections that the NYISO submitted on April 17 are resubmitted with this filing. The only additional modification the NYISO makes in this filing is to set the June 18, 2014 effective date; no other new revisions are proposed.
1 Capitalized terms not specifically defined herein shall have the meaning set forth in the NYISO’s Services
Tariff.
2 See Services Tariff Sections 23.2.4.1.2, 23.3.1.2, 23.3.1.4.7 and 23.3.2.1.

Should the NYISO determine that it will be unable to implement the reference level software functionality on or about June 18, 2014, it will promptly notify the Commission and its Market Participants.
