Dear Ms. Bose:

In accordance with paragraph 24 and ordering paragraph “B” of the Federal Energy

Regulatory Commission’s (“Commission”) January 31, 2014 Order Granting Waiver (“January Order”),1 the New York Independent System Operator, Inc. (“NYISO”) submits herein the
information required by the Commission.

On January 22, 2014, the NYISO requested a limited waiver of the Bid Restriction2 set forth in sections 21.4 and 21.5.1 of its Market Administration and Control Area Services Tariff (“Services Tariff”).  The Commission’s January Order granted the NYISO’s limited waiver
request for the period of January 22, 2014 through February 28, 2014 (“Waiver Period”) and
directed the NYISO to

submit an informational filing by March 28, 2014 that identifies:

(1) the total amount of energy that received compensation pursuant
to the terms of the instant waiver; (2) the demonstrated costs of
such energy in total and on a unit cost basis; and (3) information
detailing requests for compensation pursuant to the instant waiver
that were rejected by NYISO and the reason for its rejection.3

 

 

The NYISO responds to each of the Commission’s questions below.

Information Request: Identify (1) the total amount of energy that received compensation

pursuant to the terms of the instant waiver; (2) the demonstrated costs of such energy in total and on a unit cost basis.

NYISO Response:    No energy received compensation pursuant to the terms of the waiver.

 

Information Request: (3) Provide information detailing requests for compensation pursuant
to the instant waiver that were rejected by NYISO and the reason for

each rejection.

NYISO Response:    The NYISO received fewer than five requests for compensation

pursuant to the waiver.  Each of the requests was later withdrawn by the submitting Market Participant when the Market Participant
determined that it was not eligible to receive additional Bid Production Cost Guarantee (“BPCG”) payments under the terms of the waiver because the Market Participant recovered the actual costs it incurred without requiring supplemental compensation.

The NYISO will send an electronic link to this filing to the official service list in Docket
No. ER14-1138-000 and representative of each party to this proceeding, to the official
representative of each of its customers, to each participant on its stakeholder committees, to the
New York Public Service Commission, and to the New Jersey Board of Public Utilities.  In
addition, the complete filing will be posted on the NYISO’s website at www.nyiso.com.
