Dear Ms. Bose:
On December 6, 2013, the New York Independent System Operator, Inc. (“NYISO”)
submitted proposed revisions to its Open Access Transmission Tariff (“OATT”) and Market
Administration and Control Area Services Tariff (“Services Tariff”) to the Federal Energy
Regulatory Commission (“Commission”) in the above referenced docket (“December
Filing”). The Commission accepted the NYISO’s December Filing in an order issued on
February 20, 2014 (“February Order”).1 The purpose of this compliance filing is to notify the
Commission and Market Participants2 that Coordinated Transaction Scheduling (“CTS”) at
NYISO’s interconnections with PJM Interconnection, L.L.C. (“PJM”) will be activated at a
time on November 4, 2014, and to formally designate all of NYISO’s PJM Proxy Generator
Buses as CTS Enabled Proxy Generator Buses in Section 4.4.4 of the NYISO’s Services
Tariff. The Commission accepted the proposed changes for filing in its February Order.3 The
only additional modifications the NYISO makes in the Tariff language submitted herewith are
(1) to designate the CTS Enabled Proxy Generator Buses, and (2) to set an effective date; no other new revisions are proposed.
This compliance filing is the NYISO’s fifth and final filing in the set of compliance
filings that are necessary for NYISO to be able to implement CTS at its PJM Proxy Generator
Buses. The NYISO submitted compliance filings in Docket Nos. ER12-701-002, ER14-552-
001, and ER14-2552-001 on October 8, 2014, that were necessary precursors to this filing.
The NYISO and PJM are also jointly submitting a compliance filing in Docket No. ER14-
2236 today.

Should the NYISO determine that it will be unable to implement CTS with PJM at a time on November 4, 2014, it will promptly notify its Market Participants and the
Commission.

3.A black lined version of the revisions to the NYISO’s Services Tariff

III.CONCLUSION
The NYISO submits this filing to notify the Commission that it intends to implement CTS with PJM at a time on November 4, 2014. Consistent with its February Order, the
NYISO respectfully requests that the Commission accept the accompanying Tariff revisions for filing, without modification, effective at a time on November 4, 2014.
