Dear Ms. Bose:
On July 2, 2014, the New York Independent System Operator, Inc. (“NYISO”) filed a
motion requesting that the Federal Energy Regulatory Commission (“Commission”) defer the
proposed effective date for the revisions to the NYISO’s Open Access Transmission Tariff
(“OATT”) and Market Administration and Control Area Services Tariff (“Services Tariff”) to
bring its Comprehensive System Planning Process into compliance with the Order No. 1000
regional transmission planning requirements.1 The NYISO submitted with its motion clean
versions of the OATT and Services Tariff sections that contain the tariff revisions filed in
response to the Order No. 1000 regional requirements, replacing the previously proposed effective date for these tariff sections with an open effective date.2
Following discussions with Commission staff on July 3, 2014, the NYISO submits
herewith a supplemental ministerial filing to provide redline versions of the OATT and Services
Tariff sections for which the NYISO is requesting a revised effective date. The NYISO also re-
submits the related clean versions. The redline versions of the tariff sections are set against the
