the Waiver Granted by the Commission on May 17, 2013
Dear Secretary Bose:
On May 17, 2013, the Commission granted a temporary, limited waiver of Section
7.2.1 of Schedule D to the Joint Operating Agreement Among and Between the New York
Independent System Operator, Inc. (“NYISO”) and PJM Interconnection, LLC (“PJM”).1
The waiver was necessary to remedy harm caused by increased congestion from the
unplanned outage of one of two Ramapo Phase Angle Regulators (“PARs”), which are
utilized to control power flows over the Branchburg-Ramapo (5018) A/C transmission line
between NYISO and PJM. Specifically, the NYISO and PJM requested a waiver to permit
the temporary relaxation of the expectation that the Ramapo PARs would be used to direct 61
percent of net scheduled interchange over the 5018 line while one of the Ramapo PARs was
being replaced.2 NYISO and PJM instead proposed to operate the remaining Ramapo PAR to
achieve 46% of expected net interchange over the 5018 transmission line during the waiver
period.
The unplanned outage of the Ramapo 4500 PAR ended on December 31, 2013, when
the Consolidated Edison Company of New York, Inc. (“Con Edison”) began operating a
replacement PAR. After testing the efficacy of the replacement PAR, the NYISO and PJM
have agreed to return to operating the Ramapo PARs to achieve a target of 61 percent of the
net scheduled interchange on A/C tie lines between New York and PJM over the 5018 line as
specified in JOA, Schedule D Section 7.2.1. The 61% target was implemented in the January
2, 2014 real-time market and will be utilized for the January 4, 2014 Day-Ahead Market.
The return to normal operation of the two Ramapo PARs ends the necessity and
effectiveness of the Waiver. Consistent with Paragraph 11 of the Commission’s May 17,
