Dear Ms. Bose:
On January 24, 2013, the New York Independent System Operator, Inc. (“NYISO”)
filed proposed revisions to its Market Administration and Control Area Services Tariff
(“Services Tariff”) and its Open Access Transmission Tariff (“OATT”) (collectively, the
“Tariffs”) to implement the HTP Scheduled Line.1 Also in that filing, NYISO and PJM
Interconnection, L.L.C. (“PJM”) (collectively the “RTOs”) jointly submit, in electronic
format, revisions to the Joint Operating Agreement (“JOA”) between NYISO and PJM that is
set forth in Attachment CC to the NYISO’s OATT to implement the HTP Scheduled Line.
The Commission accepted the NYISO’s filing in a letter order issued on March, 1, 2013 in
this docket.
The NYISO committed, in the January 24, 2013 transmittal letter, to provide two
weeks’ notice to the Commission, to all NYISO Market Participants, and to the affected
External Control Area operator prior to commencing commercial operation of this new HTP Scheduled Line.
In accordance with its prior commitment, the NYISO hereby provides notice to the
Commission, PJM, Consolidated Edison Company of New York, Inc., Hudson Transmission
Partners and to New York Market Participants that it expects to fully implement the HTP
Scheduled Line in its Day-Ahead and Real-Time Markets for the June 3, 2013 market day.
Should the NYISO determine that it will be unable to implement the HTP Scheduled Line on
or about June 3, 2013, it will promptly notify the Commission, PJM and New York Market
Participants.

The NYISO will serve this notice on the official service list in this proceeding and will
send an electronic link to this notice to the official representative of each of its customers, to
each participant on its stakeholder committees, to the New York Public Service Commission,
and to the New Jersey Board of Public Utilities. In addition, the notice will be posted on the
NYISO’s website at www.nyiso.com.
