Re: New York Independent System Operator, Inc., Docket No. ER11-2547-005,
Withdrawal of June 18, 2012, Letter Informing the Commission of a Change
of Expected Implementation of 15 Minute Variable Scheduling at the PJM
Interconnection, LLC Interface Keystone Proxy Generator Bus
Dear Secretary Bose:
On June 18, 2012, the New York Independent System Operator, Inc.’s (“NYISO”)
eFiled a letter to the Commission to inform it that the NYISO was delaying by one week the
proposed implementation of 15 minute variable scheduling at the Keystone Proxy Generator
Bus. The NYISO had previously submitted a compliance filing via eTariff notifying the
Commission that implementation had been scheduled for June 20, 2012,1 however, the
NYISO determined that operating conditions were not favorable for implementation on that
date due to high load forecasts on and around that date. The letter went on to state that the
NYISO intended to implement 15 minute variable scheduling at the Keystone Proxy
Generator Bus on June 27, 2012.
On July 3, 2012, Commission staff notified the NYISO that it was unable to
administratively process the letter because it was eFiled instead of being filed via eTariff with
the requisite clean and marked tariff sections. Therefore, the NYISO requests that its June 18,
2012, letter be formally withdrawn and that the Commission take note of its concurrent
refiling via eTariff of the June 6, 2012, compliance filing. The refiling via eTariff notifies the
Commission of the change in the variable scheduling implementation date to June 27, 2012.
Respectfully submitted,
/s/ James H. Sweeney
