Amendment to the Filing of Proposed Tariff Revisions to Schedules A and B of the Joint Operating Agreement with PJM and Request for Shortened Comment Period

Dear Ms. Bose:

The New York Independent System Operator, Inc. (“NYISO”) is filing these

errata to correct its proposed revisions to Section 35, Schedule A, of the NYISO’s Open Access Transmission Tariff (“OATT”) submitted on June 16, 2011 in the above-
captioned proceeding.1    Section 35 of the NYISO OATT is the Joint Operating
Agreement Among and Between New York Independent System Operator Inc. and PJM Interconnection, L.L.C. and Schedule A lists Interconnection facilities under the
operational control of the NYISO and PJM.

 

In proposing to add the S. Mahwah-Waldwick J3410 and the S. Mahwah-

Waldwick K3411 Interconnection facilities to Schedule A, the NYISO inadvertently

reversed the PJM and NYISO designations for each.  Whereas the NYISO listed the

J3410 and K3411 facilities as S. Mahwah in PJM and Waldwick in the NYISO, both are
actually known as Waldwick in PJM and S. Mahwah in the NYISO.  Because its
proposed errata are entirely consistent with the revisions included in the NYISO’s
June 16, 2011 filing in the above-captioned proceeding, the NYISO respectfully requests
the Commission not establish any additional notice and comment period for its errata.
Should the Commission notice this filing for comment, however, the NYISO requests
that the Commission waive the standard sixty day notice period and, to the extent
necessary, establish a shortened comment period to preserve the effective date of
August 16, 2011 requested in the June 16, 2011 filing.  To the extent necessary, the

NYISO also requests waiver of any answer period that might otherwise apply to this
request.

 

I.Documents Submitted

1.  This filing letter;

2.  A clean version of the proposed revisions to the NYISO’s OATT
(“Attachment I”); and

3.  A blackline version of the proposed revisions to the NYISO’s OATT
(“Attachment II”)

 

II.Errata

It has come to the NYISO’s attention that two amendments proposed in the

June 16, 2011 filing adding entries to the “Description of Interconnection Facilities” list in Schedule A reversed the common designations for each.  That is, the NYISO identified the J3410 and the K3411 facilities as S. Mahwah in PJM and Waldwick in the NYISO. Actually, the Interconnection facilities J3410 and K3411 are identified as Waldwick in
PJM and S. Mahwah in the NYISO.  This inadvertent reversal of their common
designations is a ministerial error and has no impact on the operational control of these facilities.  The numerical designations, the kV size and the Common Meter Points were all identified correctly in the June 16 filing.

 

III.Effective Date

The NYISO respectfully requests that the Commission accept the tariff

modifications included with this filing with the same August 16, 2011 effective date as
requested in the June 16, 2011 filing in this docket.  Granting an August 16, 2011
effective date would not harm any potentially interested party because the corrections
included in this filing address the same substantive issue as the ones included in the
June 16, 2011 filing which has already had a full notice and comment period.  There is,
therefore, good cause for the Commission to waive the standard sixty day notice period.
Similarly, there is good cause to shorten the comment period to the extent necessary to
allow the Commission to issue an order accepting the June 16, 2011 filing effective
August 16, 2011.

 

IV.Certificate of Concurrence

PJM, co-signatory to the JOA, will file and post a certificate of its concurrence with this filing in accordance with 18 CFR 35.1(a).
