Dear Secretary Bose:

Pursuant to Section 2.13 of its Open Access Transmission Tariff (“OATT”), the New York Independent System Operator, Inc. (“NYISO”) hereby notifies the Commission that an “Emergency State” existed in the New York Control Area on July 27, 2016 at 07:04.  As a result, the NYISO was required to take special action to ensure that the reliability of the New York State Transmission System was not adversely affected.  The NYISO has enclosed documentation describing the Emergency State and its actions.  As required by Section 2.13 of the OATT, the NYISO has also notified the New York State Public Service Commission of the Emergency State and its actions.

This was caused by:

 

 

To correct this the NYISO Shift Supervisor:


 

 

a Major Emergency was declared by the NYISO Shift Supervisor

 

when the power flow on Central East L/O NE GEN exceeded its Voltage Transfer Limit

by more than 105%

 

trip of the Gilboa-Fraser (GF5-35) 345kV line

 

 

Curtailed transactions, started and redispatched generation, and moved Phase Angle Regulators (PAR) to reduce flow.


 

 

Load relief was not required.

The Major Emergency was terminated at 0709 on 07/27/2016
