Dear Secretary Bose:
On November 30, 2015, the New York Independent System Operator, Inc. (“NYISO”)
filed proposed tariff revisions to improve its scarcity pricing design (“Comprehensive Scarcity
Pricing”).1 On March 1, 2016, the Federal Energy Regulatory Commission (“Commission”)
accepted the proposed revisions (“March 1 Order”).2 The Commission directed the NYISO to
“submit a further compliance filing with no less than two weeks’ notice of the proposed effective
date” for the Commission-accepted revisions.3 The NYISO submits this filing to provide notice
of the expected effective date for the tariff revisions accepted by the March 1 Order.
The March 1 Order also directed the NYISO to submit a compliance filing to clarify “its
proposed Services Tariff and OATT provisions to clearly identify and state where they apply to
shortage events versus scarcity events.”4 On March 29, 2016, the NYISO submitted the required
compliance filing (“March 29 Compliance Filing”).5 The Commission issued a data request on
May 19, 2016 regarding the March 29 Compliance Filing.6 On May 26, 2016, the NYISO

submitted its response to the data request (“Data Request Response”).7 The Data Request
Response explained the NYISO’s needs for proceeding with implementation of Comprehensive Scarcity Pricing in June 2016.8
This compliance filing does not seek to implement the supplemental tariff revisions that were filed as part of the March 29 Compliance Filing. As provided in the Data Request
Response, the NYISO respectfully requests that the Commission accept such supplemental tariff revisions with the same effective date as that established herein for the tariff revisions accepted by the March 1 Order.9
I.Documents Submitted
1.This filing letter;
2.A clean version of the revisions to the Services Tariff accepted by the March 1 Order
with an effective date of June 21, 2016 (“Attachment I”); and
3. A clean version of the revisions to the OATT accepted by the March 1 Order with an
effective date of June 21, 2016 (“Attachment II”).
II.Notice of Effective Date
In compliance with Ordering Paragraph C of the March 1 Order, the NYISO hereby
provides notice to the Commission that it expects to implement the tariff revisions accepted by the March 1 Order for the June 21, 2016 market day. Attachments I and II provide clean
versions of the relevant tariff revisions with an effective date of June 21, 2016.
Implementation for the June 21, 2016 market day is contingent on various factors,
including weather and load conditions. The NYISO will continue to monitor conditions as the
anticipated implementation date approaches. Should the NYISO determine that it will be unable
to implement the revisions accepted by the March 1 Order for the June 21, 2016 market day, it
will promptly notify its Market Participants and the Commission; provided, however, the NYISO
remains committed to implementing Comprehensive Scarcity Pricing on or before the June 30,
2016 market day.
III.Service
The NYISO will send an electronic link to this filing to the official representative of each
party to this proceeding, the official representative of each of its customers, each participant on
its stakeholder committees, the New York Public Service Commission, and the New Jersey

IV.Conclusion
