Proposed Tariff Revisions to Schedules A and B of the Joint Operating
Agreement with PJM

Dear Ms. Bose:

 

Pursuant to Section 205 of the Federal Power Act,1 the New York Independent
System Operator, Inc. (“NYISO”) hereby submits proposed amendments to the Joint
Operating Agreement Among and Between New York Independent System Operator Inc.
and PJM Interconnection, L.L.C. (“JOA”), designated as Section 35, Attachment CC of
the NYISO Open Access Transmission Tariff (“OATT”).  These amendments provide
clarifying edits and correct facilities listings.  No substantive changes are intended by
these amendments which have been approved by the NYISO Management Committee
and its Board.

 

I.Documents Submitted

1.  This filing letter;

2.  A clean version of the proposed revisions to the NYISO’s OATT
(“Attachment I”); and

3.  A blackline version of the proposed revisions to the NYISO’s OATT
(“Attachment II”)

 

II. Description of Proposed Tariff Revisions

The NYISO proposes to amend OATT Section 35.20, Schedules A and B of the JOA.  The revisions to Schedule A “Description of Interconnection Facilities” reflect facility changes and updates to which NYISO and PJM have agreed.  They are:

  The addition of i) the Linden VFT-Linden Cogen VFT; ii) the S. Mahwah-
Waldwick J3410; and iii) the S. Mahwah-Waldwick K3411 Interconnection
facilities as facilities to which the Joint Operating Agreement applies;

  The deletion of the normally opened Franklin-SugarLoaf SJ & SD facilities

because interconnection facility coordination is not required between the NYISO and PJM.

  Other minor spelling, clarification and grammatical corrections.

In Schedule B “Other Existing Agreements” the NYISO proposes to add to the list of agreements, as number 8.0, the Joint Emergency Operating Protocol among PJM Interconnection, L.L.C., New York Independent System Operator, Inc., and Linden VFT, LLC, dated September 10, 2009.2

 

III.Effective Date

The NYISO requests an effective date for the proposed tariff revisions of 60 days from the date of this filing, or August 13, 2011.

 

IV.Certificate of Concurrence

PJM, co-signatory to the JOA, will file and post a certificate of its concurrence with this filing in accordance with 18 CFR 35.1(a).

 

V.Stakeholder Approval

The NYISO’s Management Committee approved this proposal on February 24, 2011.  The NYISO Board of Directors approved this filing on April 19, 2011.
