Dear Ms. Bose:
On August 6, 2012, as modified on August 7, 2012, the New York Independent System Operator, Inc. (“NYISO”) filed proposed revisions to its Market Administration and Control Area Services Tariff (“Services Tariff”) to comply with the Commission’s June 22, 2012 order in Docket No. EL11-42 (“June 22 Order”).1 Specifically, P 50 of the June 22 Order directed NYISO to:
provide examples on its website to clarify, in general, how the mitigation
exemption test and offer floor calculations are implemented. The examples
should use hypothetical data coupled with detailed narratives explaining
how NYISO performs each of the required mitigation tests as well as how it
determines and applies the offer floors for non-exempt projects. We direct
NYISO to post these examples and explanations for each type of potential
capacity market participant on its website as soon as practicable prior to
making further exemption and offer floor determinations.
In accordance with that directive, the NYISO is providing this notice to the Commission that it has posted those examples on its website at:
http://www.nyiso.com/public/webdocs/products/icap/incity_mitigation/BSM_Narrative_an
d_Numerical_Example.pdf. Additionally, the NYISO respectfully requests leave to post
the examples one day late on August 7, 2012.2 No party will be harmed by the
Commission granting this request, as the examples were made available on the website
within one day of the filing and prior to the NYISO’s making any further exemption and
offer floor determinations.
