NOTICE OF EXTENSION OF TIME

On December 20, 2019, the Commission issued an order accepting in part, and rejecting in part, New York Independent System Operator, Inc.’s (NYISO) Order No. 841[1] compliance filing, subject to a further compliance filing.[2] As part of NYISO’s further compliance filing, the Commission directed NYISO to propose an effective date for its compliance filing that is no later than May 1, 2020.[3] On February 14, 2020, NYISO filed a motion to request an extension of the effective date that NYISO may propose in its further compliance filing, for the revisions to its Open Access Transmission Tariff and Market Administration and Control Area Services Tariff to comply with Order No. 841, to a date no later than September 30, 2020.
In support of its motion, NYISO states that on February 4, 2020, NYISO successfully deployed a substantial, years-long upgrade to its Energy Management System and Business Management System platforms. NYISO states that with these platforms in place, it can conduct testing and training associated with its software for its Order No. 841 Energy Storage Resource participation model. NYISO states that it expects that it will complete this testing and training in the next six months, or no later than September 30, 2020, and it then will be able to deploy this software and implement its Order No. 841 compliance tariff revisions.
Upon consideration, notice is hereby given that NYISO’s motion is granted and the deadline for the implementation of NYISO’s Order No. 841 compliance tariff revisions is extended up to no later than September 30, 2020. NYISO may propose in its further compliance filing an effective date no later than September 30, 2020 and, consistent with its motion, must provide the Commission and market participants at least two weeks’ notice prior to the requested effective date.
