Reference:Constraint Reliability Margin Values Revisions

 

On September 21, 2018, New York Independent System Operator, Inc. (NYISO) submitted for filing revised tariff records[1] to be incorporated in its Market Administration and Control Area Services Tariff to authorize the use of non-zero constraint reliability margin (CRM) values less than 20 MW in its market software.  You state that these revisions would allow NYISO to secure 115 kV facilities in its markets without overly conservative CRM values, which lead to unnecessarily high congestion costs.

 

Pursuant to the authority delegated to the Director, Division of Electric Power Regulation – East, under 18 C.F.R. § 375.307, the revisions to the Service Tariff are accepted, effective November 21, 2018, as requested.

 

Notice of the filing was issued on September 21, 2018, with comments and interventions due on or before October 12, 2018.  Pursuant to Rule 214 (18 C.F.R. § 385.214 (2018)), to the extent that any timely filed motions to intervene and any motion to intervene out-of-time were filed before the issuance date of this order, such interventions are granted.

 

This action does not constitute approval of any service, rate, charge, classification, or any rule, regulation, contract, or practice affecting such rate or service provided for in the filed document(s); nor shall such action be deemed as recognition of any claimed contractual right or obligation affecting or relating to such service or rate; and such action is without prejudice to any findings or orders which have been or may hereafter be made by the Commission in any proceeding now pending or hereafter instituted by or against NYISO.

 

This order constitutes final agency action.  Requests for rehearing by the Commission may be filed within 30 days of the date of issuance of this order, pursuant to 18 C.F.R. § 385.713.
