NOTICE GRANTING EXTENSION

              In Order No. 676-H, the Federal Energy Regulatory Commission (Commission) amended its regulations to incorporate by reference, with certain enumerated exceptions, the latest version (Version 003) of the Standards for Business Practices and Communication Protocols for Public Utilities adopted by the Wholesale Electric Quadrant (WEQ) of the North American Energy Standards Board (NAESB) as mandatory enforceable requirements.[1]  Pursuant to a January 15, 2015, notice granting limited time extension, public utilities must comply with the incorporated Version 003 business practice standards not related to the Network Integration Transmission Service Open Access Same-Time Information System (OASIS) template by May 15, 2015.  In its compliance filing, the New York Independent System Operator, Inc. (NYISO) requested a temporary 24-month extension of WEQ-012, et seq., the Public Key Infrastructure standards applicable to OASIS transactions conducted on NYISO’s Market Information System (MIS).

              Upon consideration of this request for extension of time, the time by which transactions on NYISO’s MIS System must comply with WEQ-012, et seq. is extended to and including May 15, 2017.
