Price Formation in Energy and Ancillary ServicesDocket No.  AD14-14-000

Markets Operated by Regional Transmission

Organizations and Independent System Operators

NOTICE GRANTING EXTENSION OF TIME
(February 9, 2015)

On January 29, 2015, the American Public Power Association, Electric Power
Supply Association, and National Rural Electric Cooperative Association (collectively,
Trade Associations) filed a motion requesting a 15-day extension of time (motion), until
March 6, 2015, to submit comments in response to the Commission’s Notice Inviting
Post-Technical Workshop Comments (Notice) issued January 16, 2015 in the above-
referenced proceeding.  In their motion, Trade Associations state that the complicated and technical nature of this proceeding and extensive high level proceedings and events
before the Commission warrant an extension.  Trade Associations argue that an extension of time will help to develop an extensive record to assist Commission action in
addressing the issues in this proceeding.

On February 2, 2015, California Independent System Operator Corporation, Midcontinent Independent System Operator, Inc., New York Independent System Operator, Inc., PJM Interconnection, L.L.C., and Southwest Power Pool, Inc. filed an answer in support of Trade Associations’ motion.

On February 3, 2015, ISO New England Inc. (ISO-NE) filed a motion requesting a
29-day extension of time, until March 20, 2015, to apply only to questions 5 through 12
of the Commission’s Notice.  ISO-NE argues that questions 5 through 12 are
substantially more complex than questions 1 through 4 and could involve months or more
of detailed research and analysis to answer thoroughly.  ISO-NE states that, with an
extension of approximately one month, ISO-NE could provide the Commission with
useful answers to outline the analytical work necessary to address these issues and
potential solutions.
