Regarding its Virtual Trading and Eligibility Tariff Provisions
On March 5, 2010, New York System Operator, Inc. (NYISO) submitted proposed
tariff revisions to its Open Access Transmission Tariff (OATT) to modify or eliminate
minor, eligibility related provisions which are vestiges of the pro forma OATT but
inapplicable to NYISO’s financial market design. NYISO also proposed two minor
changes to its Market Administration and Control Area Services Tariff (Services Tariff)
to clarify sections related to virtual trading. The main revision to the Services Tariff
indicates that additional bidding requirements for virtual transactions are provided in
NYISO procedures. On March 12, 2010, NYISO submitted errata to the original filing as
the language contained in the OATT for two sheets was filed on outdated base pages.
Pursuant to authority delegated to the Director, Division of Electric Power
Regulation - East, under 18 C.F.R. § 375.307, your submittals in the above referenced
dockets, except for the tariff sheets rejected as moot by the substitute sheets, are accepted for filing effective May 4, 2010, as requested.1
Public notice of the March 5, 2010 filing was issued on March 8, 2010, with
comments due on or before March 26, 2010. Public notice of the March 12, 2010 filing
was issued on March 16, 2010, with comments due on or before April 2, 2010. Pursuant
to Rule 214 (18 C.F.R. § 385.214 (2009)), all timely filed motions to intervene and any

motion to intervene out-of-time filed before the issuance date of this order are granted.
Granting late intervention at this stage of the proceeding will not disrupt the proceeding
or place additional burdens on existing parties. No protests or adverse comments were
filed.
This acceptance for filing shall not be construed as constituting approval of the
referenced filing or any rate, charge, classification, or any rule, regulation, or practice
affecting such rate or service contained in the filing; nor shall such acceptance be deemed as recognition of any claimed contractual right or obligation associated therewith; and such acceptance is without prejudice to any findings or orders which have been or may hereafter be made by the Commission in any proceeding now pending or hereafter
instituted by or against NYISO.
This order constitutes final agency action. Requests for rehearing by the
Commission may be filed within 30 days of the date of issuance of this order, pursuant to
18 C.F.R. § 385.713 (2009).
